Open Enrollment is Officially Over on November 10, 2009

ALL FULL TIME ACTIVE, BENEFITS ELIGIBLE EMPLOYEES MUST GO ONLINE AND REANSWER SURCHARGE QUESTIONS EVERY YEAR EVEN IF YOU ARE NOT MAKING CHANGES TO YOUR PLAN COVERAGE.  THE ONLY PERSONS NOT REQUIRED ARE THOSE WHO DO NOT CURRENTLY HAVE STATE HEALTH BENEFIT PLAN COVERAGE AND DO NOT WISH TO ENROLL FOR THAT COVERAGE FOR 2010.

Mark your calendars for very important Open Enrollment Dates:

  • Open Enrollment will begin on October 09, 2009 @ 4:00 a.m. 
  • Open Enrollment will end on November 10, 2009 @ 4:30 p.m. 
  • Open Enrollment changes for coverage begin on January 01, 2010.
  • All Open Enrollment Documents are due to your Office Manager no later than November 10, 2009.

Required Open Enrollment Forms from all full time, benefits eligible employees include:

  • Open Enrollment Employee Benefits Agreement.
  • State Health Benefit Plan Confirmation Page.
  • ShawHankins Confirmation Page. (If any changes or new elections were made)

Employees will make their health election at www.oe2010.ga.gov and the Web site will be open beginning 4 a.m. on October 9 and will close at 4:30 p.m. on November 10, 2009.

SHBP Plan Changes

  • Kaiser Permanente will not be offered as an option in 2010.   Employees with Kaiser Permanente coverage will need to select a new option for 2010 and answer the surcharge questions.  Employees who fail to go online and select a new option will be defaulted to the CIGNA HRA option and the surcharges will apply for the 2010 Plan Year.  SHBP will also be holding several meetings in the metro Atlanta area for Kaiser members to explain their plan options.  
  • There will be an increase in premiums of 10 percent across all options
  • Tobacco Surcharge will increase from $40 to $60
  • Spousal Surcharge will increase from $30 to $40
  • Changes in all plan designs pertaining to deductibles, co-pays, and co-insurances.  (Very important to read the 2010 State Health Decision Guide and or attend an Open Enrollment Benefits Presentation Meeting.)

What's new?

The benefits that will be available to you for the 2010 plan year are the same benefits that you have for the 2009 plan year.  We have added a middle option dental plan (Mac Plan) that requires in-network participation.  We have also added a healthcare flexible spending account and dependent child day care flexible spending option for 2010.

The 2010 Enrollment will be a Passive Enrollment which means that you only have to go online to enroll if you want to make any changes to your existing coverage.

Please note there will be a rate increase on the dental plans and you will also see a rate increase for the Short Term and Long Term Disability coverage due to a salary increase.  Please review the complete 2010 rate sheet for a full list of 2010 rates. 

If you want to make any changes to your coverage you MUST go online within the enrollment period (October 09, 2009 to November 10, 2009) to make those changes otherwise the coverage that you had from January 1, 2009 to December 31, 2009 will roll over to the 2010 plan year.  You may log in directly to enroll online at: www.douglascounty.bswift.com

Username: is the first letter of your first name, your last name and the last four digits of your ssn (ex. jdoe4567)

Password:  is the last four digits of your ssn (ex. 4567)

You will then be prompted to create a permanent password.  Your new password must be at least 8 characters and contain both alpha and numeric characters.  Enrollment instructions are located in the new ShawHankins Benefits Guide.  You may obtain one by contacting your Benefits Representative for your school or location.

REMINDER:  There are only two times that you are allowed to make changes to your coverage Open Enrollment and a Qualifying Event.  Any changes made due to a Qualifying Event must be made within 31 days of the event.

Late Entrant Penalty on Dental Coverage:
Remember if you did not elect dental coverage for yourself or any of your dependents when initially eligible and you elect to participate during the 2010 plan year.  You will be considered a Late Entrant and benefits will be limited to exams and cleanings for the first 12 months.  This also includes changing from the Core plan to the Mac Plan or the Buy Up plan.
